We encourage you to read it!  <\/strong> <\/h3>\n\n<p>The report &#8220;Counteracting disinformation in the local Polish space &#8211; recommendations for solutions&#8221; by Dr. Andrzej Dwojnych and Dr. Barbara Probierz (deputy director of Lukasiewicz &#8211; AI) is a comprehensive diagnosis of the phenomenon of disinformation at the level of rural and urban-rural municipalities. It is based on a survey of 404 local-level officials.    <\/p>\n\n<p>The results of the report clearly show that disinformation is becoming one of the main challenges for Polish local governments: they affect the functioning of offices, investment processes, and consequently, the security of entire communities.  <\/p>\n\n<p>Read the entire report &#8220;<a href=\"https:\/\/lukasiewicz.gov.pl\/wp-content\/uploads\/2026\/03\/Przeciwdzialanie-dezinformacji-w-przestrzeni-Polski-lokalnej-%E2%80%93-rekomendacje-rozwiazan.pdf\">Counteracting disinformation in the space of local Poland &#8211; recommendations for solutions<\/a>&#8221;  <\/p>\n\n<p>&#8220;I believe that this report will be a starting point for a debate on disinformation and the challenges of information circulation in the local government space.&#8221; &#8211; comments Lukasiewicz Center President Dr. Hubert Cichocki. And he assures: &#8220;The institutes of the Lukasiewicz Research Network, especially Lukasiewicz &#8211; AI, propose effective solutions to discern, diagnose and face this phenomenon.&#8221;   <\/p>\n\n<h4 class=\"wp-block-heading\"><strong>A growing problem for small towns and villages<\/strong> <\/h4>\n\n<p>Dr. Dwojnych stresses that the intensity of false narratives hitting areas of smaller-scale state information activities in particular has increased in recent years. Disinformation affects not only political topics, but also issues of infrastructure investment, environmental protection or public health.   <\/p>\n\n<p>As many as 70 percent of local government officials surveyed consider disinformation a very important problem, while 59 percent rate the level of security in their municipalities as only &#8220;average.&#8221; Only 29 percent of the local government officials say they have received regular government communications warning of disinformation activities in recent years. This indicates the need to improve the flow of information between the central and local administrations.      <\/p>\n\n<p>The author stresses that residents of rural and urban-rural areas are more likely to get information from face-to-face conversations, neighborhood relations and local online forums than residents of large cities. As many as 49 percent of local authorities consider face-to-face contact the most important form of communication with residents.   <\/p>\n\n<h4 class=\"wp-block-heading\"><strong>Fake news, real consequences<\/strong> <\/h4>\n\n<p>The document also provides numerous examples of the consequences of disinformation activities. Reported cases range from false narratives about investments such as RES or water treatment plants to attempts to defraud public funds through crafted email correspondence or documents impersonating official letters. Respondents pointed out that many times it is disinformation that becomes a factor escalating local conflicts, delaying projects or undermining trust in public institutions.    <\/p>\n\n<p>The author points out that the fight against disinformation cannot be limited to responding to false content, but should be based on strengthening the information competence of both residents and local government officials themselves. Among the proposed solutions is the organization of periodic training courses on recognizing information manipulation, prepared in cooperation with institutions involved in cyber security and disinformation analysis.   <\/p>\n\n<h4 class=\"wp-block-heading\"><strong>Local government officials ready for digital solutions<\/strong> <\/h4>\n\n<p>The survey showed very high interest in a specialized information application for local government units: as many as 85 percent of respondents say they are ready to use such a tool. The app could serve as a source of reliable information on legislative changes, grant calls, state investments, public policy directions, as well as timely warnings on disinformation campaigns.   <\/p>\n\n<p>Respondents indicate that quick and direct access to official communications would significantly increase the effectiveness of their operations, improve communication with residents and reduce the risk of information chaos, which in emergency situations can lead to destabilization of local communities.  <\/p>\n\n<h4 class=\"wp-block-heading\"><strong>Lukasiewicz cadre ready to help<\/strong> <\/h4>\n\n<p>An important partner for local governments can be the institutes of the Lukasiewicz Research Network. This is in particular Lukasiewicz &#8211; AI.
